Arbetsgrupp: kompetenscenter inom toxikologi ska säkerställa tvärsektoriellt kunnande och samarbete inom området
Det behövs ett kompetenscenter inom toxikologi i Finland. Ett kompetenscenter ger goda möjligheter till ny slags tvärsektoriell verksamhet och tillräckligt kunnande inom området även i framtiden. Det föreslår en arbetsgrupp som har utrett hur det toxikologiska kunnandet i Finland kan stärkas.
Det finns för närvarande för få experter i toxikologi i Finland. Med nuvarande resurser kan man inte i tillräcklig grad upprätta sådan beredskap och göra sådana riskbedömningar som behövs för att avvärja hälso- och miljöhot orsakade av t.ex. terrorism, klimatförändring och allvarliga kemikalieolyckor.
Kompetenscenter ger grund för nya typer av samarbete
Enligt förslaget ska kompetenscentret inom toxikologi bl.a. ha till uppgift att bedriva bred forskning om kemikalier som direkt eller via miljön har en skadlig inverkan på människans hälsa samt att utveckla och upprätthålla det toxikologiska kunnandet och i synnerhet riskbedömningen i Finland. Kompetenscentret ska också delta i utbildningen av nya toxikologer i samarbete med universiteten och samordna nationella toxikologiska samprojekt och utredningar.
Enligt förslaget ska kompetenscentret administrativt finnas vid Institutet för hälsa och välfärds verksamhetsställe i Kuopio. Kompetenscentret ska vara ett samarbetsorgan mellan olika myndigheter bildat genom enhetliga administrativa bestämmelser. Utöver Institutet för hälsa och välfärd ska Arbetshälsoinstitutet, Finlands miljöcentral, Säkerhets- och kemikalieverket och Livsmedelsverket delta i samarbetet. Vid den fortsatta beredningen av arbetsgruppens förslag ska det också bedömas hur det toxikologiska kunnande som finns vid Säkerhets- och utvecklingscentret för läkemedelsområdet (Fimea) kan inkluderas i verksamheten.
Den föreslagna samarbetsmodellen ska ha en tydligare styrning än tidigare samarbetsnätverk mellan olika organisationer, och resurstilldelningen för den ska vara förvaltningsövergripande, vilket innebär att den kan fungera som pilotprojekt för samarbetsnätverk även inom andra områden.
För att säkerställa tillräckliga resurser för kompetenscentret föreslår arbetsgruppen årlig tilläggsfinansiering på cirka en miljon euro för stärkande av det toxikologiska kunnandet. Pengarna ska i huvudsak användas för att inrätta nya tjänster vid de expertinstitut som deltar i kompetenscentrets arbete.
Av experter i toxikologi krävs bred kompetens
En expert i toxikologi ska förstå egenskaper hos kemiska ämnen och andra faktorer samt människors och andra organismers strukturer och verksamhetsprinciper, dvs. fysiologi, biokemi och patologi.
Enligt arbetsgruppen bör det utbildas fler experter på området, både sådana som avlägger magisterexamen och sådana som avlägger doktorsexamen. Arbetsgruppen föreslår att Östra Finlands universitet ska ha som riksomfattande specialuppgift att ordna bred utbildning i toxikologi. I denna ska utöver allmän toxikologi även ingå delområdena miljö-, läkemedels-, arbetsmiljö- och ekotoxikologi samt miljö och hälsa. Att koncentrera utbildningen till Östra Finlands universitet är motiverat bl.a. därför att Östra Finlands universitet redan nu har den bredaste toxikologiska utbildningen och forskningen i Finland.
Toxikologiskt kunnande behövs vid riskbedömning samt vid till exempel bedömning av olika skade- och olyckssituationer, följderna av sådana och åtgärder som bör vidtas vid sådana situationer. Experterna bedömer bland annat hurdana effekter kemiska ämnen och andra motsvarande faktorer (t.ex. småpartiklar i luften, strålning, växtskyddsmedel) har på hälsa och välbefinnande.
Numera behövs i allt större grad även kunnande inom ekotoxikologi och om organismpopulationers överlevnad t.ex. i och med klimatförändringen. Toxikologer behövs också i uppgifter som anknyter till förbättring av den inre säkerheten, beredskap och terrorismbekämpning.
