Mer stöd till unga som löper risk att marginaliseras – tillträde till yrkesinriktad rehabilitering underlättas
Man vill förbättra möjligheten för unga som befinner sig utanför studier eller arbetsliv att få tillträde till yrkesinriktad rehabilitering som ordnas av Folkpensionsanstalten. Regeringen vill därmed stödja möjligheterna för unga i åldern 16–29 år som marginaliserats eller riskerar att marginaliseras att utbilda sig till ett yrke och delta i arbetslivet samt planera sin egen framtid.
Regeringen lämnade en proposition som gäller ändringen till riksdagen fredagen den 14 september. Propositionen hänför sig till statens budgetproposition för 2019 och avses bli behandlad i samband med den. Ändringarna avses träda i kraft den 1 januari 2019.
Målsättningen för regeringens proposition är att det ska vara enklare och mer flexibelt än för närvarande att få tillträde till yrkesinriktad rehabilitering för unga som ordnas av Folkpensionsanstalten. Unga får i fortsättningen tillträde till rehabilitering utan någon diagnos på sjukdom eller kroppsskada, om de har väsentligt försämrad funktionsförmåga och behöver rehabilitering. På det sättet förbättrar man den ungas studiefärdigheter och anställbarhet och förhindrar att svårigheterna drar ut på tiden.
Ändringen förtydligar den sociala tryggheten för unga
Enligt propositionen ska rehabiliteringspenning betalas under hela perioden för den yrkesinriktade rehabiliteringen för unga, och den unga behöver inte vara rädd för att förmånen ska avbrytas under rehabiliteringen. Förhoppningen är att detta motiverar unga att gå med på rehabilitering och avancera med avseende på studie- eller sysselsättningsmålen. Samtidigt sporrar rehabiliteringspenningen unga att delta.
De föreslagna ändringarna förutsätter att myndigheter och tjänsteproducenter i frågor som gäller de unga samarbetar närmare med varandra än för närvarande. Folkpensionsanstalten ska utveckla samarbetskanalerna i förhållande till övriga myndigheter och aktörer för att identifiera unga som behöver rehabilitering bättre än tidigare och hänvisa dem till rehabiliteringsprocessen.
Enligt FPA:s bedömning fick cirka 60 000 personer i åldersgruppen 16–29 år grundläggande utkomststöd. För cirka 45 procent av dem bestod den enda försörjningen av det grundläggande utkomststödet. De flesta av de ungdomar som hamnat utanför arbete och utbildning har ingen enskild diagnos utan kämpar med mångahanda problem. Att stärka de ungas funktionsförmåga och egna resurser hjälper dem att fungera i vardagen och avancera på vägen till studier och arbete.
