Kommentera utkastet till en ny kvalitetsrekommendation om tjänster för äldre personer
Utkastet till en ny kvalitetsrekommendation om tjänster för äldre personer finns att läsa i tjänsten dinåsikt.fi. Alla intresserade kan diskutera utkastet och svara på frågorna om den i dinåsikt.fi fram till den 19 maj 2017.
Syftet med kvalitetsrekommendationen är att säkerställa ett så hälsosamt och livskraftigt åldrande som möjligt för hela den äldre befolkningen samt högklassiga och effektiva tjänster för de äldre personer som behöver dem. Rekommendationen är främst avsedd för beslutsfattarna och ledningen i kommuner och samarbetsområden inom social- och hälsovården till stöd för utveckling och utvärdering av tjänsterna för äldre. Den kan även utnyttjas av bland annat producenter av social- och hälsotjänster, yrkesutbildade personer inom social- och hälsovården och aktörer inom tredje sektorn.
I kvalitetsrekommendationen har man utarbetat ett förslag till hur dygnetruntvården för äldre kan utföras så väl som möjligt samtidigt som kommunernas utgifter skärs ned. I regeringens ramförhandlingar våren 2017 kom man överens om att man genom precisering av personaldimensioneringen och en omdefiniering av den personal som räknas med i dimensioneringen ska uppnå en besparing på cirka 33,5 miljoner euro i de offentliga finanserna före utgången av 2019.
Social- och hälsovårdsministeriet och Kommunförbundet har utfärdat en kvalitetsrekommendation om utvecklande av tjänster för äldre personer åren 2001, 2008 och 2013. Rekommendationen uppdateras nu för att svara mot förändringarna i verksamhetsmiljön och målen i regeringsprogrammet.
