Social- och hälsovårds- och landskapsreformen är viktig ur jämställdhetssynpunkt
Familje- och omsorgsminister Juha Rehula, som är den minister som ansvarar för jämställdhetsfrågor, öppnar jämställdhetsdagarna i Helsingfors onsdagen den 12 oktober 2016. Teman för det två dagar långa evenemanget är bland annat mångfald, jämlikhet och jämställdhet samt jämställdhetsarbete i strukturer som reformeras, såsom t.ex. i social- och hälsovårds- och landskapsreformen.
I och med social- och hälsovårds- och landskapsreformen överförs en stor del av kommunernas nuvarande uppgifter till landskapen. Den viktigaste uppgiften är ordnandet av social- och hälsotjänsterna.
Reformen kommer att ha olika konsekvenser för kvinnor och män som tjänsteanvändare, tjänsteleverantörer, beslutsfattare och arbetstagare.
Social- och hälsovårdsbranschen är mycket kvinnodominerad. Ungefär 90 procent av arbetstagarna inom branschen är kvinnor.
”Personalen inom social- och hälsovårdsbranschen är i nuläget ofta kommunalt anställda, och i och med reformen övergår personalen till landskapen, till tredje sektorn eller till privata bolag. Arbetstagarna överförs i enlighet med principerna för överlåtelse av rörelse som så kallade gamla arbetstagare, och de behåller således de rättigheter och skyldigheter som gäller vid övergången. Detta gäller även pensionsförmåner. Man bör dock noggrant följa upp vilka konsekvenser reformen på lång sikt har ur ett könsperspektiv”, säger minister Rehula.
Den social- och hälsovårds- och landskapsreform som nu är under beredning är en av de största förvaltnings- och verksamhetsreformer som någonsin har genomförts i Finland. Reformen är viktig också med tanke på jämställdheten mellan kvinnor och män, eftersom den för med sig en möjlighet att utveckla det aktiva jämställdhetsarbetet i landskapen.
”En av kommunernas och landskapens uppgifter är att i all sin verksamhet främja jämställdheten mellan kvinnor och män. Trots att det föreskrivs om denna myndighetsplikt i jämställdhetslagen är kännedomen om den ännu inte tillräcklig. Här har vi alla någonting att jobba på för att främja jämställdheten”, konstaterar minister Rehula.
Minna – Centret för jämställdhetsinformation vid Institutet för hälsa och välfärd arrangerar jämställdhetsdagarna i samarbete med social- och hälsovårdsministeriet. De nationella jämställdhetsdagarna arrangeras nu för andra gången.
