Förebyggande rusmedelsarbete hör till oss alla – samarbetet ska utökas
I framtiden kommer aktörerna inom det förebyggande rusmedelsarbetet att ha bättre möjligheter att förebygga skador av rusmedel och spel om pengar. Social- och hälsovårdsmyndigheterna och organisationerna har tagit fram ett nytt handlingsprogram för förebyggande rusmedelsarbete som för första gången inbegriper alla rusmedel – alkohol, droger och tobak – samt spelberoende. Programmet innehåller ett stort antal metoder som hjälper att förebygga de hälsorelaterade och sociala skador som rusmedel och spel om pengar orsakar användarna, de närstående, andra människor och hela samhället.
Metoderna för det förebyggande rusmedelsarbetet är förmånliga för samhället och de kan kombineras med det övriga arbetet för hälsa och välbefinnande. Arbetet enligt programmet är kostnadseffektivt. Rusmedelsproblemen orsakar samhället direkta kostnader på ca två miljarder euro per år.
Förebyggande rusmedelsarbete kräver brett samarbete
I handlingsprogrammet för förebyggande rusmedelsarbete finns sex prioriteter med mål och utvecklingsområden. Programmet är ett verktyg som ger olika aktörer råd om hur de kan inrikta rusmedelsarbetet på ett resultatgivande, täckande och kostnadseffektivt sätt. Ett lyckat förebyggande rusmedelsarbete förutsätter att de nationella, regionala och lokala aktörerna samarbetar. De som arbetar inom detta område, såsom olika aktörer och beslutsfattare i kommuner, ska ha tillräckligt djupa insikter om rusmedel, spel om pengar och förebyggande av skador av rusmedel.
Att identifiera rusmedelsbrukets risker och riskbruk så tidigt som möjligt och erbjuda stöd är väsentligt. Arbetsplatser och andra närsamhällen bör delta i det förebyggande rusmedelsarbetet intensivare än tidigare. Yrkesmänniskor inom olika branscher borde ha tillräckliga möjligheter att uppdatera och utveckla kunnandet inom det förebyggande arbetet. Det som också är viktigt är att hur lokala myndigheter och till exempel näringsutövare samarbetar för att minimera skador bl.a. när det gäller ålderskontroller.
Enligt social- och hälsovårdsreformen ska det förebyggande rusmedelsarbetet fortfarande höra till kommunerna, men självstyrelseområdena ska också ha vissa uppgifter. Självstyrelseområdena ska bl.a. arbeta efter sedan tidigare fungerande koncept, t.ex. miniintervention och tobaksavvänjning.
Det förebyggande rusmedelsarbetet utförs av yrkesmänniskor inom olika förvaltningsområden i kommuner, frivilligorganisationer samt tillsynsmyndigheter och andra myndigheter, såsom regionförvaltningsverk. Även lokala näringslivsaktörer, t.ex. restauranger och detaljaffärer, deltar i arbetet. I fortsättningen borde alla kommuninvånare ha möjlighet att medverka i det rusmedelsförebyggande arbetet.
Handlingsprogrammet som tagits fram i samarbete hjälper aktörerna inom det förebyggande rusmedelsarbetet att tillämpa lagen om organisering av det förebyggande rusmedelsarbetet som trädde i kraft 1.12.2015. Lagens syfte är att främja jämlikheten i fråga om hälsa och välfärd, säkerställa förutsättningarna för förebyggande rusmedelsarbete i hela landet och stödja i synnerhet kommuner och regioner att utveckla det förebyggande rusmedelsarbetet.
I beredningen av programmet för förebyggande rusmedelsarbete har deltagit social- och hälsovårdsministeriet, Institutet för hälsa och välfärd (THL), Tillstånds- och tillsynsverket för social- och hälsovården, Arbetshälsoinstitutet, Undervisningsstyrelsen, regionförvaltningsverken, Finlands kommunförbund, Björneborg stad, Förebyggande rusmedelsarbete EHYT rf och dess nätverk för förebyggande rusmedelsarbete samt Suomen ASH.
