SHM fortsätter beredningen av sote-reformen
Social- och hälsovårdsministeriet fortsätter beredningen av social- och hälsovårdsreformen. Med tanke på den fortsatta beredningen är det nödvändigt att man i form av en tjänstemannaberedning gör en tillräcklig utredning av de alternativ med vilka man enligt grundlagsutskottets linjedragningar kan gå vidare och uppnå målen med reformen. Det måste reserveras tillräckligt med tid för denna beredning.
Sote-reformen är fortsättningsvis nödvändig för att man ska kunna trygga människornas grundläggande rättigheter och minska hållbarhetsunderskottet. Befolkningsunderlaget för social- och hälsovårdstjänsterna måste breddas och servicestrukturen och praxisen måste förnyas.
Den nya beredningen bör inledas så snart som möjligt. Grundlagsutskottets utlåtanden ger riktlinjer för det fortsatta arbetet. För att man ska nå det bästa slutresultatet med beredningen behövs nu ett nytt utredningsarbete som genomförs som tjänstemannaberedning som stöd för det politiska beslutsfattandet. Det innebär att man utreder innehållet i de olika alternativen och deras konsekvenser.
Den skiftesrika beredning som hittills gjorts har visat hur viktig sote-reformen är för samhället. Insikten om behovet av en reform och dess omfattande konsekvenser har ökat. Under regeringsperioden har man i omfattande grad utrett olika synpunkter och alternativ för genomförandet. Det arbete som redan utförts utnyttjas i den fortsatta beredningen.
För närvarande förekommer stora variationer i service- och kostnadsnivåerna inom social- och hälsovården, och den svarar inte mot skattebetalarnas förväntningar. Styrningen av verksamheten måste fastställas även på nationell nivå.
Syftet med social- och hälsovårdsreformen är att trygga likvärdiga och högklassiga social- och hälsovårdstjänster i hela landet. Man vill stärka basservicen inom social- och hälsovården och förena hela social- och hälsovården i en enhetlig helhet. I det fortsatta arbetet är dessa mål fortsättningsvis centrala.
