Kuntia kannustetaan yhteistyöhön päivähoitopalvelujen järjestämisessä
Hallitus esittää, että lasten päivähoidosta annettuun lakiin lisättäisiin säännös, jonka mukaan kunta voi järjestää lasten päivähoitoa myös muille kuin kunnan omille asukkaille. Tavoitteena on edistää asiakaslähtöisyyttä ja kuntien välistä yhteistyötä päivähoitopalveluissa lapsen edun määrittelemissä rajoissa.
Kuntien välinen yhteistyö on mahdollista jo nytkin, mutta uudistuksella on tarkoitus selkeyttää nykyistä tilannetta sekä kannustaa kuntia entistä asiakaslähtöisempään yhteistyöhön päivähoitopalvelujen järjestämisessä.
Uudistuksella ei ole tarkoitus laajentaa kunnan järjestämisvelvollisuutta. Subjektiivinen oikeus saada päivähoitopaikka kunnasta koskisi edelleenkin vain kuntien omia asukkaita ja esimerkiksi niitä henkilöitä, jotka oleskelevat kunnassa opiskelun, työn tai vastaavien syiden vuoksi.
Kun kunta järjestää päivähoitoa toisen kunnan asukkaalle, kuntien on sovittava keskenään korvauksen perimisestä lapsen asuinkunnalta. Jos esiopetuksessa oleva lapsi osallistuu toisessa kunnassa järjestettävään päivähoitoon, opetuksen järjestäjällä olisi oikeus edellyttää, että lapsen huoltaja vastaa lapsen kuljettamisesta tai saattamisesta aiheutuvista kustannuksista päivähoitopaikan ja esiopetuksen järjestämispaikan välillä.
Hallitus päätti tiistaina 21. joulukuuta asiaa koskevan lakiesityksen sisällöstä. Tasavallan presidentin on tarkoitus antaa esityseduskunnalle samana päivänä. Lakien on tarkoitus tulla voimaan 1. elokuuta 2011.
Sosiaali- ja terveysministeriö lähettää vuoden 2011 alussa kuntiin kirjeen, jossa selostetaan tarkemmin jo käytössä olevia erilaisia kuntien kesken sovittuja yhteistyömalleja.
