Many people who smoke do so on the balconies of the apartment blocks where they live. Most urban residents in Finland live in apartments. Fewer smokers than ever smoke indoors at home. But the issue has been brought to the attention of municipal health inspectors by non-smoking residents.
The MSAH does not plan to include balcony smoking bans in existing tobacco control legislation. Instead it is drawing up a guide which can be used by housing associations in efforts to limit balcony smoking.
The guidelines are being drawn up together with the National product Control Agency for Welfare and Health and the Environment Centre of the City of Helsinki.
