Lastensuojelulainsäädäntö uudistetaan pääministeri Petteri Orpon hallituksen ohjelman mukaisesti.

Nuoren kuntoutusraha ja harkinnanvarainen kuntoutusavustus lakkautettaisiin. Kuntoutusrahan maksukausia koskevaa sääntelyä selkeytettäisiin. Kansaneläkelaitoksen soveltamien etuuslakien menettelytapasäännöksiä yhtenäistettäisiin. Sovitellun työttömyysetuuden määrää koskevaa säännöstä selkeytettäisiin.

Esityksessä ehdotetaan täydennettäväksi vammaispalvelulain soveltamisalapykälää siten, että siihen lisätään uusi elämänvaiheita koskeva säännös. Tarkoituksena on auttaa arvioimaan, milloin eri elämänvaiheissa olevan henkilön avun ja tuen tarpeeseen tulee vastata vammaispalvelulain mukaisilla palveluilla.

Toteutetaan EU:n eurooppalaista terveystietoaluetta koskevan asetuksen (EHDS) täytäntöönpanon kannalta tarvittavat muutokset sosiaali- ja terveydenhuollon asiakastietojen käsittelystä annettuun lakiin (703/2023, asiakastietolaki) sekä siihen liittyviin muihin lakeihin. Samalla tehdään kyseisiin lakeihin eräitä muita välttämättömiä muutoksia.

Hankkeessa selkiytetään sote-alan tutkimustoimintaa koskevaa lainsäädäntöä kartoittamalla nykysääntelyyn liittyvät korjaus-, muutos- ja yhteensovittamistarpeet sekä toteuttamalla niiden edellyttämät toimenpiteet.

Asetuksella säädetään päiväkirurgiasta ja eräistä muista toimenpiteistä ja tehdään päivityksiä erikoissairaanhoidon keskittämisasetukseen ja päivystysasetukseen. Keskittämisasetuksessa täsmennetään psykoterapeuttisten ja psykososiaalisten menetelmien käyttöönoton arvioinnin, osaamisen ylläpidon ja käytön työnjakoa.

Esityksessä ehdotetaan muutettavaksi vammaispalvelulakia ja kehitysvammaisten erityishuollosta annetun lain muuttamisesta annettua lakia sekä neljää niihin liittyvää lakia siten, että kaikki lait siirrettäisiin tulemaan voimaan 1.1.2025.

Sosiaali- ja terveystietojen toissijaisesta käytöstä annettua lakia (toisiolaki, 552/2019) korjataan hallitusohjelman mukaisesti.

Kotoutumistukea ja työmarkkinatuen kielilisää valmistelevan työryhmän tehtävänä on valmistella lainsäädäntötoimia, joilla toteutetaan pääministeri Petteri Orpon hallituksen kotoutumistukea ja kielilisää koskevia hallitusohjelmakirjauksia.

Esityksellä vahvistettaisiin perustason palveluiden vastuulle kuuluvaa lasten ja nuorten mielenterveysongelmien ehkäisyä ja hoitoa. Lainsäädännöllä täydennettäisiin hoitoon ja palveluihin pääsyä koskevaa sääntelyä terveydenhuollossa lasten ja nuorten mielenterveyden hoidon- sekä sosiaalihuollossa mielenterveystyön palveluiden osalta.

Genomikeskus toimisi asiantuntijaviranomaisena terveyteen liittyviä geneettisiä analyysejä ja geneettisen tiedon käsittelyä koskevissa asioissa. Lain tarkoituksena on tukea geneettisen tiedon vastuullista ja yhdenvertaista käyttöä ihmisten terveyden hyväksi.

8.12.2020 | The Government proposes that wellbeing services counties be established and healthcare, social welfare and rescue services be reformed. The proposed counties would be established as soon as possible after the passing and approval of the relevant bills. The bills would enter into force in stages, the first ones on 1 July 2021 and the last ones on 1 January 2023. However, Parliament needs to pass the legislative package before the reform can enter into force.

It is possible that the epidemic will take a sudden turn for the worse across the country. However, there are indications that the sharp increase in new cases we saw in mid-November seems to have levelled off.
