17.12.2025 | The Ministry of Social Affairs and Health is requesting comments on a draft government proposal that seeks to prevent intentional misuse of social welfare benefits, reduce incorrect social welfare payments and promote information exchange with the Social Insurance Institution (Kela). Statements may be submitted until 28 January 2026.

9.1.2026 | Radical Health Festival, Europe’s leading health sector event, will take place in Helsinki from 19 to 21 January 2026, offering an international setting for leading health sector experts to discuss how to leverage artificial intelligence and data in healthcare. The event will gather professionals, decision-makers and businesses in the field to accelerate renewal in health and social services.

15.1.2026 | In the first stage, the general social security benefit will be a new social security benefit for unemployed jobseekers, replacing the existing labour market subsidy and basic unemployment allowance. The legislation on the general social security benefit is scheduled to enter into force on 1 May 2026.

27.11.2025 | The Government has issued a decree which determines the amount of the healthcare fee, the late payment fee and the fee for an unattended appointment charged from higher education students in 2026.

22.12.2025 | The timing and content of health checks at child health clinics and schools, and in student healthcare and oral healthcare will be regulated in future by government decree. Upper secondary level student health checks and preliminary health examinations for compulsory military service will be combined, and an electronic health questionnaire will be introduced.

20.11.2025 | The Government proposes amendments to the Act on Healthcare Professionals that will make it possible to receive international assistance for healthcare in different kinds of crisis situations. The aim is to facilitate and speed up the operations of humanitarian assistance providers in Finland when assistance is needed fast.

12.12.2025 | The Ministry of Social Affairs and Health will launch a pilot project in early 2026 to test a nationwide model and indicators for knowledge-based management designed to support research, development, education, innovation and competence development in the wellbeing services counties.

14.1.2026 | Gendered vulnerabilities of boys and young men must be taken into account when planning education and health and social services. The latest report calls for a shift from gender neutrality to gender-sensitive policymaking that recognises differences between genders and identifies specific needs. It proposes that raising competence levels and preventing violence should be set as shared national goals across all work with children and young people.

19.12.2025 | The Ministry of Social Affairs and Health is requesting comments on a draft government proposal that would extend the right of small alcohol producers to sell their products for takeaway. In future, a larger number of domestic alcohol producers could sell alcoholic beverages produced by them directly to consumers at production premises. Comments on the draft proposal can be submitted between 19 December 2025 and 13 February 2026.

1.12.2025 | The EU ministers will attend the Employment, Social Policy, Health and Consumer Affairs Council in Brussels on 1 and 2 December 2025. On both days, Finland will be represented by Minister of Social Affairs and Health Kaisa Juuso.

3.12.2025 | The Ministry of Social Affairs and Health has published the Non-Violent Childhoods Action Plan for 2026–2033 aimed at preventing all forms of violence against children. The plan, which will be implemented at the government level, is based on the UN Convention on the Rights of the Child, the Lanzarote Convention and national statutes that require all forms of violence against children to be combated.

25.11.2025 | Finland will publish its new national Action Plan for the Istanbul Convention on 25 November, the International Day for the Elimination of Violence Against Women. The objective of the Istanbul Convention is to ensure that every girl and woman has a future without violence. Finland’s new action plan, covering the years 2026–2033, outlines several long-term objectives and lists altogether 37 practical measures.

4.11.2025 | The Second UN World Summit for Social Development will be organised on 4–6 2025 November in Doha, Qatar. The summit will strengthen the global commitment to social development. Minister of Social Security Sanni Grahn-Laasonen will represent Finland at the summit.

8.12.2025 | This year, the International Gender Equality Prize was awarded to Masha Foundation , a Ukrainian public organisation which carries out significant work to help Ukrainian women overcome the psychological consequences of war and other violence.

15.1.2026 | The changes to be made to social assistance will, for example, strengthen the obligations of recipients to apply for full-time work and primary benefits. The overall reform of social assistance aims to clarify the role of social assistance as a last-resort and temporary form of assistance, prevent social exclusion among young people and strengthen general government finances.

10.12.2025 | An independent group of experts has conducted a broad-based interim evaluation of the wellbeing services county reform, which was published on 10 December. Minister of Social Affairs and Health Kaisa Juuso, Minister of Local and Regional Government Anna-Kaisa Ikonen and Minister of the Interior Mari Rantanen consider the findings valuable.

22.10.2025 | The gender pay gap has narrowed slowly in Finland. A new research project will produce, for the first time, an extensive long-term economic analysis of the factors that have contributed to the changes in the pay gap. 

2.12.2025 | Finland has ranked 8th in the Gender Equality Index for the European Union (EU). The Index measured gender equality in various domains, such as work, health and power. The data for the most recent Index is mainly from 2023 and 2024.

3.11.2025 | The Ministry of Social Affairs and Health is requesting comments on a draft new act on healthcare and social welfare units that assist in investigating suspected offences involving children. The aim is to make the child-friendly Barnahus model a permanent part of the investigation of suspected offences involving children. Comments can be submitted between 3 November and 15 December.

19.9.2025 | The WHO Pandemic Agreement was adopted at the World Health Assembly on 20 May 2025. Now negotiations are underway to agree an annex to the Pandemic Agreement that will establish a Pathogen Access and Benefit-Sharing (PABS) System. The negotiations took place in Geneva on 15–19 September 2025.

8.10.2025 | The Ministry of Social Affairs and Health is requesting comments on a proposal to amend the Act on Child Home Care Allowances and Private Childcare Allowances. According to the proposal, child home care allowance could in future be granted after a minimum of three years’ residence in Finland. The amendment would implement the Norwegian model for child home care allowance as outlined in the Programme of Prime Minister Orpo's Government. The deadline for submitting comments is 20 November.

30.10.2025 | Officials of the Ministry of Social Affairs and Health have prepared a healthcare and social welfare 2040 vision to outline their view of the long-term direction of health and social services in Finland. The aim is to ensure that, in future, people in Finland will continue to receive effective, equal and sustainable services which they can trust.

8.10.2025 | Gender Equality Days is the main annual event in the field of gender equality in Finland, and this year it will be organised as part of the programme for Finland’s Presidency of the Nordic Council of Ministers. The event will celebrate the 30th anniversary of the Beijing Declaration and Platform for Action adopted at the UN World Conference on Women in 1995.

7.10.2025 | The Nordic ministers responsible for gender equality and LGBTI will meet in Hämeenlinna on 7 October. The meeting will be chaired by Minister of Social Security Sanni Grahn-Laasonen.

10.10.2025 | The digital therapies experiment launched by the Ministry of Social Affairs and Health has proceeded to the pilot phase. The experiment brings together public-sector and private-sector operators to test how digital solutions fit into the daily operations of healthcare services. Of 24 applications, ten digital therapy solutions were selected for the experiment.

6.10.2025 | Preparedness and data-driven decision-making in the field of pharmaceuticals were the key topics of discussion at a conference organised by Finland in Helsinki on 30 September–1 October 2025 as part of its Presidency of the Nordic Council of Ministers.

11.9.2025 | The Government is proposing to Parliament a legislative amendment that would oblige the wellbeing services counties to prepare for the use and threat of military force. The amendment concerns the Act on Organising Healthcare and Social Welfare Services, and it aims to ensure close cooperation between the wellbeing services counties and the Finnish Defence Forces in both normal and emergency conditions.

3.9.2025 | The Ministry of Social Affairs and Health is preparing a national model and indicators for knowledge-based management to support research, development, education, innovation and competence development in the wellbeing services counties. An open online event will be held this autumn to provide all stakeholders with an opportunity to join in the preparation of the knowledge-based management model.

10.12.2025 | The wellbeing services county reform is progressing towards the set objectives throughout Finland, but there are still many issues left to address. This is according to a broad-based interim evaluation of the wellbeing services county reform made by an independent expert group.

9.10.2025 | The Government proposes amendments to child welfare legislation The aim is to strengthen children’s right to special protection, clarify the use of educational practices and restrictions and improve the opportunities for child welfare services to ensure a safe everyday life for children.

The legislation concerning the general social security benefit is scheduled to enter into force on 1 May 2026.

12.6.2025 | From 1 July 2025 onwards, pregnant people will be offered the whooping cough (pertussis) vaccine as part of the national vaccination programme. Studies show that vaccination during pregnancy is effective in protecting newborns from getting whooping cough. The vaccine is safe for both the mother and the foetus. Having the vaccine will be voluntary.

16.6.2025 |  Finland will reform and strengthen its health technology assessment (HTA) activities. As part of the reform, the expertise and resources concerning HTA activities will be pooled into a single competence cluster. 

27.6.2025 | The President of the Republic has approved the new amendments to the International Health Regulations (IHR) at the national level. The Finnish Parliament adopted the IHR amendments in its plenary session on 18 June 2025. The IHR are an international legal instrument to prevent, protect against, control and provide a public health response to the international spread of communicable diseases.

11.6.2025 | The Nordic ministers for health and social affairs and the Nordic and Baltic ministers for digitalisation have issued a joint declaration on artificial intelligence (AI) and the rights of persons with disabilities. 

17.6.2025 | The Ministry of Social Affairs and Health requests comments on a draft government proposal to amend the Act on Organising Healthcare and Social Welfare Services. The aim is to clarify the obligation of wellbeing services counties to prepare for the use or threat of military force. The consultation period is open from 17 June to 23 July 2025.

The changes to be made would, for example, strengthen the obligations of recipients to apply for full-time work and primary benefits. The aim is to clarify the role of social assistance as a last-resort and temporary form of assistance, prevent social exclusion among young people and strengthen general government finances.

22.5.2025 | Ukraine held a Ministerial Social Policy Summit in Lviv on 22 May. The theme of the Summit was ‘Building Resilient Societies: Innovative Solutions for Demographic Change’. The Summit also issued a joint communiqué, in which the participating countries expressed their support for Ukraine and Moldova on their path towards joining the European Union.

4.7.2025 | Starting from 1 September 2025, persons aged 65 and over can book a private healthcare appointment and pay only a deductible that is equal to the client fee charged for public healthcare services. The pilot is based on developing the reimbursements paid by the Social Insurance Institution of Finland (Kela). The President of the Republic approved the legislative amendments enabling the pilot on 4 July 2025.

20.5.2025 | The World Health Organization (WHO) is holding its 78th World Health Assembly in Geneva on 19–27 May. The Finnish delegation to the Assembly is led by Minister of Social Security Sanni Grahn-Laasonen. The Assembly adopted the new WHO Pandemic Agreement on 20 May.

29.4.2025 | The Ministry of Social Affairs and Health is requesting comments on a change to the national vaccination programme that would mean offering the whooping cough (pertussis) vaccine to everyone who is pregnant. The vaccine is safe for both the mother and the foetus, and it would prevent the majority of severe whooping cough cases in babies under three months of age.

15.5.2025 | The Ministry of Social Affairs and Health has launched extensive network collaboration to bring together Finnish expertise in digital health with a view to promoting exports in this sector.

22.9.2025 | The Ministry of Social Affairs and Health has today published three memorandums assessing the combined impacts of the Government’s changes to social security during this parliamentary term. The memorandums focus particularly on the impacts of the comprehensive reform of social assistance.

15.11.2024 | The Hungarian Presidency of the Council of the EU will hold an informal meeting of the ministers responsible for demography in Budapest on 18 and 19 November 2024. The meeting will exchange views on the basis of background documents prepared by the presidency. No decisions will be made at the informal meeting. Director General Annakaisa Iivari will represent Finland at the meeting.

8.10.2025 | Finland and Uruguay have signed a social security agreement between the two countries in Montevideo on 7 October 2025. As regards Finland, the agreement applies to the earnings-related pension scheme, and as regards Uruguay, to the pension schemes for employees.

3.12.2024 | Resilience and the report on the future of European competitiveness are on the agenda at the Health Council meeting in Brussels on 3 December 2024. On Finland's initiative, the meeting will also discuss the health sector’s role as part of the preparedness union strategy. Minister of Social Security Sanni Grahn-Laasonen will represent Finland at the meeting.

22.9.2025 | The Finnish Government proposes EUR 14.8 billion in appropriations for the Ministry of Social Affairs and Health and its branch of government for 2026. This is about EUR 0.5 billion less than in the 2025 Budget.

27.11.2024 | The Nordic ministers responsible for gender equality and LGBTI issues met in Stockholm today on 27 November 2024. 12.9.2024 | Discrimination on grounds of pregnancy is widespread in working life, according to a report commissioned by the Ministry of Social Affairs and Health from Statistics Finland. One in four pregnant people experience pregnancy discrimination in Finland.

19.12.2024 | The Government proposes amendments to the Act on Organising Healthcare and Social Welfare Services concerning preparedness, readiness and incident management in both normal and emergency conditions. The proposal is based on the Programme of Prime Minister Petteri Orpo’s Government.

26.9.2024 | Minister of Social Security Sanni Grahn-Laasonen will attend a High-level Meeting on Antimicrobial Resistance in New York on 26 September 2024. Minister Grahn-Laasonen will deliver Finland’s address at the meeting, highlighting as a new theme the importance of the gender perspective in comprehensive antimicrobial resistance prevention.

3.10.2024 | According to a working group appointed by the Ministry of Social Affairs and Health, the sale of some over-the-counter medicines could be expanded outside pharmacies if the change is made in a controlled manner, ensuring medication safety. 6.9.2024 | On 6 September 2024, the Ministry of Social Affairs and Health gave an account of the further preparation of the reform concerning the system of hospitals and emergency care services and the division of duties in specialised healthcare. The Ministry also gave an account of the more than 100 (around 140) comments that were received on the reform.

23.4.2024 | The health ministers of the EU Member States will discuss the availability of healthcare personnel and medicines at their informal meeting in Brussels on 23–24 April.

25.4.2024 | Amendments have been made to the Ministry of Social Affairs and Health Decree on Vaccinations and to the Government Decree on Voluntary COVID-19 Vaccinations in order to allow dentists, senior pharmacists, pharmacists, practical nurses and biomedical laboratory scientists to administer vaccines in future. The aim of the amendments is to accelerate the administration of seasonal vaccines in particular and alleviate the shortage of healthcare personnel.

19.3.2024 | The World Health Organization (WHO) is preparing a pandemic treaty to improve global pandemic prevention, preparedness and response. The next round of treaty negotiations will be held in Geneva on 18–29 March, and Finland will take part in the negotiations.

12.1.2024 | The European Commission has adopted the EU4Health work programme for 2024. The programme aims to deliver the key priorities of EU health policy as part of the European Health Union.

12.12.2023 | Estonia and the World Health Organization (WHO) will hold a conference on the development of health systems on 12-13 December 2023, where Finland will be represented by Minister of Social Affairs and Health Kaisa Juuso. In her speech, the Minister will address the economy of wellbeing, particularly the mutually supportive nature of both wellbeing policy measures and structures and the economy.

28.6.2024 | The Government and central labour market organisations have negotiated joint equal pay measures for the period 2024–2027. The aim of the Equal Pay Programme is to further reduce the gender pay gap. In addition to the measures set out in the Programme, there are other measures underway to reduce the pay gap.

19.6.2024 | The EU ministers will meet at the Employment, Social Affairs, Health and Consumer Affairs Council in Luxembourg on 20 and 21 June 2024. 23.11.2023 | The healthcare fee for students in higher education will be EUR 73.60 and the late-payment fee EUR 5 in 2024. The fee charged for an unattended appointment will be EUR 56.70, i.e. the same as in other health and social services.

21.6.2023 | The Regulation on the EU Digital COVID Certificate will expire on 30 June 2023. In future, the Certificate will no longer be used jointly by the EU Member States. People can still get the EU Digital COVID Certificate from the MyKanta online service if they need one.

10.1.2024 | In the first phase of the national health and wellbeing programme Terveydeksi (‘To Your Health’), concrete measures will be selected based on scientific expertise. The implementation of the measures in the second phase will start in autumn 2024.
