Världens narkotikaproblem på agendan vid FN:s specialsession den 19–21 april
FN:s generalförsamling ordnar en specialsession på hög nivå (en s.k. UNGASS) om världens narkotikaproblem den 19–21 april 2016 i New York. Vid sessionen kommer man att behandla framskridandet av den politiska deklaration och det handlingsprogram som antogs av FN 2009 samt anta ett gemensamt slutdokument.
I slutdokumentet, som förhandlades fram vid FN:s narkotikakommissions möte i Wien i mars, fastställs grunderna för den internationella narkotikapolitiken. Trots att olika länder har olika åsikter om narkotikapolitiken är länderna fortfarande redo att förbinda sig till gemensamma mål. Tre internationella konventioner om narkotika utgör fortfarande grunden för det internationella samarbetet. Enligt det stöder det internationella samfundet inte olika länders strävanden att legalisera droger.
Den internationella narkotikapolitiken betonar numera i allt större grad de hälsoskador och hälsorisker som droger ger upphov till samt det förebyggande arbetet. Finland anser att det är bra. Finland och EU anser att viktiga värden i den internationella narkotikapolitiken förutom hälsoperspektivet är respekt för de mänskliga rättigheterna, inbördes balans mellan förebyggande och behandling och kontrollinsatser, det civila samhällets och forskarsamhällets deltagande i planeringen av politiken samt minskande av skador och risker. EU understryker även att dödsstraff är oacceptabelt i alla situationer, även när det gäller narkotikabrott.
Den ursprungliga planen var att specialsessionen skulle hållas 2019, men länder som lider av illegal narkotikahandel ville att utvärderingen av den internationella narkotikapolitiken skulle tidigareläggas. Sådana länder är t.ex. Colombia, Mexiko och Guatemala. Bakomliggande orsaker till initiativet är narkotikapolitiska förändringar, såsom legalisering av cannabis i Uruguay och i vissa amerikanska delstater.
Finlands delegation leds av Kai Sauer, ambassadör vid Finlands ständiga representation vid FN. I delegationen ingår dessutom representanter för social- och hälsovårdsministeriet, inrikesministeriet, utrikesministeriet, Säkerhets- och utvecklingscentret för läkemedelsområdet (Fimea) och Nordens välfärdscenter.
I samband med sessionen ordnas flera sidoevenemang. Finland stöder ett sidoevenemang om psykoaktiva substanser som ordnas under Storbritanniens ledning.
Sessionen har beretts av FN:s narkotikakommission (Commission for Narcotic Drugs, CND), som är det viktigaste forumet för styrning av den internationella narkotikapolitiken. Kommissionen bistås av FN:s organ mot brott och narkotika (UN Office for Drugs and Crime, UNODC), som är placerat i Wien.
