Legislation on termination on pregnancy

Sosiaali- ja terveysministeriön asetusta lääkkeen määräämisestä (1088/2010) ehdotetaan muutettavaksi. Sosiaali- ja terveysministeriön asetuksesta ehdotetaan muutettavaksi säännökset, jotka rajaavat sairaanhoitajan, kätilön ja terveydenhoitajan rajatun lääkkeenmääräämisoikeuden toteuttamista etä- ja puhelinvastaanotoilla (10 §).

12.2.2026 | The health status of people in Finland is in many respects better than the EU average, and the service system is fairly comprehensive. However, a recent country report by the OECD and the European Observatory on Health Systems and Policies indicates that access to care is not realised equally in Finland. In 2024, 12.4% of those who required medical care reported that they had not received the services they needed. The share is the second highest in the EU.

Under the proposal, the timing and content of health checks in child health clinics, school and student healthcare, and oral healthcare would in future be regulated in a government decree instead of an act. The health check in student healthcare at upper secondary level would be combined with the pre-conscription health examination, and an electronic health questionnaire would be introduced.

25.4.2024 | Amendments have been made to the Ministry of Social Affairs and Health Decree on Vaccinations and to the Government Decree on Voluntary COVID-19 Vaccinations in order to allow dentists, senior pharmacists, pharmacists, practical nurses and biomedical laboratory scientists to administer vaccines in future. The aim of the amendments is to accelerate the administration of seasonal vaccines in particular and alleviate the shortage of healthcare personnel.

The amendments that are being circulated for comments would allow dentists, senior pharmacists, pharmacists, practical nurses and biomedical laboratory scientists to administer vaccines. The amendments would also make it easier to organise vaccination at pharmacies’ health service points.

17.9.2020 | The Government has submitted a proposal to Parliament regarding the reform of the Act on Client Charges in Health and Social Services. According to the proposal, more cost-free services will be introduced and client charges made more equitable. 

22.12.2020 | On 22 December, the Finnish Government issued a decree on vaccinations, which is needed to deploy the COVID-19 vaccination programme in Finland. The programme will use vaccines against SARS-CoV-2 that have been granted marketing authorisation in the European Union. It will be deployed once vaccines arrive in Finland. The decree will enter into force on 23 December 2020. Vaccination for COVID-19 is voluntary.

22.12.2021 | From now on, biomedical laboratory scientists and practical nurses will be entitled to administer COVID-19 vaccines. Vaccinations will be offered to people who are 5 years of age or older, and the order of vaccination priority will be abandoned. On Wednesday 22 December, the Government decided to amend sections 2 and 3 of the Government Decree on Voluntary COVID-19 Vaccinations.
