I propositionen föreslås ändringar av behovsprövningen av allmänt stöd vad gäller partiell förtida ålders-pension. Enligt förslaget ska ändringen gälla ikraftträdandefasen för lagen om allmänt stöd (48/2026). Parti-ell förtida ålderspension ska inte beaktas som inkomst i behovsprövningen av det allmänna stödet, om beslutet om beviljande av pension har utfärdats före den 16 januari 2026.

Lagstiftningen om smittsamma sjukdomar ska reformeras 2023–2025. Social- och hälsovårdsministeriet tillsätter en styrgrupp och en beredande arbetsgrupp för projektet. Målet är att effektivisera bekämpningen av smittsamma sjukdomar och förbättra beredskapen för epidemier och pandemier.

Avsikten är att revidera lagen om olycksfalls- och pensionsskydd för idrottsutövare (276/2009) i fråga om ordnandet av ålderdomsskydd. Reformen gör det möjligt att ordna ålderspensionsskydd också genom en fondanknuten pensionsförsäkring eller alternativt i en tilläggspensionskassa.
