Hallituksen esityksessä muutetaan terveydenhuollon ja sosiaalihuollon ammattihenkilölakeja, jotta lainsäädäntö mahdollistaisi Petteri Orpon hallitusohjelman mukaisesti kansainvälisen avun vastaanottamisen ja antamisen sosiaali- ja terveydenhuollossa. Lisäksi toteutetaan tarvittavat tekniset muutokset valtion aluehallinnon uudistuksesta johtuen.

11.9.2025 | The Government is proposing to Parliament a legislative amendment that would oblige the wellbeing services counties to prepare for the use and threat of military force. The amendment concerns the Act on Organising Healthcare and Social Welfare Services, and it aims to ensure close cooperation between the wellbeing services counties and the Finnish Defence Forces in both normal and emergency conditions.

Toteutetaan EU:n eurooppalaista terveystietoaluetta koskevan asetuksen (EHDS) täytäntöönpanon kannalta tarvittavat muutokset sosiaali- ja terveydenhuollon asiakastietojen käsittelystä annettuun lakiin (703/2023, asiakastietolaki) sekä siihen liittyviin muihin lakeihin. Samalla tehdään kyseisiin lakeihin eräitä muita välttämättömiä muutoksia.

Petteri Orpon hallituksen ohjelman mukaisesti sosiaali- ja terveydenhuollon ammattihenkilölainsäädännön kokonaisuudistus toteutetaan osana Hyvän työn ohjelmaa. Uudistus toteutetaan tavalla, jossa ammattioikeuksiin kytketään vain asiakas- ja potilasturvallisuuden kannalta välttämättömät ja oikeasuhtaiset edellytykset.

22.9.2025 | The Government proposes to update legislation on children and young people’s health checks. Under the proposal, the timing and content of health checks in child health clinics, school and student healthcare, and oral healthcare would in future be regulated in a government decree instead of an act. The health check in student healthcare at upper secondary level would be combined with the pre-conscription health examination, and an electronic health questionnaire would be introduced. 

Opiskeluterveydenhuollon ja puolustusvoimien ennakkoterveystarkastus yhdistettäisiin ja erillisestä kutsuntatarkastuksesta luovuttaisiin. Täysi-ikäisten opiskelijoiden terveystarkastus muutettaisiin tarveperusteiseksi. Neuvolan, kouluterveydenhuollon ja ehkäisevän suun terveydenhuollon terveystarkastuksia koskevan sääntelyn päivittäminen.

Esityksessä ehdotetaan säädettäväksi uuden hallintotason, hyvinvointialueiden, perustamisen ja toiminnan kannalta keskeiset lait: laki hyvinvointialueesta, laki sosiaali- ja terveydenhuollon järjestämisestä, laki pelastustoimen järjestämisestä, Uusimaa-laki, niiden yhteinen voimaanpanolaki, hyvinvointialueiden rahoituslaki sekä eräät muutoslait.
