Finland’s Pandemic Preparedness Plan for Healthcare and Social Welfare guides contingency planning, pandemic management and recovery in healthcare and social welfare, both nationally and regionally. The plan describes the tasks of different actors in various areas of pandemic preparedness. The areas of pandemic management it covers include funding, management, coordination and cooperation, situation picture and risk assessment, enhanced communication, material preparedness, microbiological diagnostics, non-pharmaceutical interventions, medicines and vaccines, as well as human resources and securing system capacity. The cross-cutting themes of the plan include pandemic phases, consideration of special groups, One Health approach, shared situation picture and effectiveness.
The plan complements the Security Strategy for Society. A pandemic is one of the risks which are identified in the National risk assessment and for which actors must prepare. While this plan focuses on social welfare and healthcare, it should be noted that pandemic preparedness also requires measures in other administrative branches.
When applying the plan, any changes having taken place in the legal basis since the date of its publication must be taken into account. Essential and proportionate measures for managing a pandemic must be assessed in relation to situation picture information on the current pandemic.
