Goals and results
During the government term, an annual assessment is prepared of the combined impacts of the Ministry of Social Affairs and Health’s key government proposals, and these are published as memorandums in accordance with the timetable for the submission of budget laws. The main areas of focus in the assessment are the effects on income distribution and the impacts on fundamental and human rights.
The aim is to identify and assess joint or intersecting effects arising from the proposed changes in two or more government proposals, which together may have a more significant impact on the fundamental and human rights of certain population groups than when assessed separately.
The purpose is not to replace or repeat the impact assessments included in the government proposals, but to complement them by examining the combined and potential effects of the proposed changes.
Starting points
The Government Programme includes provisions for several extensive reforms of social security. The Chancellor of Justice and the Constitutional Law Committee of Parliament have required that cumulative impacts be assessed. For projects already implemented under the Government Programme, Parliament has called for comprehensive ex-post evaluation of legislation.
This work is based on Section 47 of the Constitution, which states that Parliament has the right to receive the information it needs from the Government for the consideration of matters.

The memorandums prepared within the project respond both to Parliament’s right to information under Section 47 of the Constitution and to the observations made by the Chancellor of Justice and the Constitutional Law Committee. These bodies have pointed out that when multiple government proposals have intersecting effects on the same individuals, such effects should also be assessed from the perspective of fundamental and human rights.
The project develops the methodology for assessing cumulative impacts and promotes its recognition as a form of legislative evaluation. It also enables broader use of cumulative impact assessments to support the realization of fundamental and human rights across other ministries.
The assessment of the combined impacts of the government proposals submitted as budget laws in autumn 2025 and entering into force in 2026 will be completed and published in accordance with the timetable for the submission of the budget laws. The publication date of the assessment memorandums is 22 September 2025.
