Department for Communities and Functional Capacity

The Department for Communities and Functional Capacity handles issues pertaining to health and social services for children, young people and families, services for people with disability, services for older people, medical and social rehabilitation as well as the promotion of social wellbeing, functional capacity and health and prevention of illness.

Furthermore, the department is responsible for the coordination of the Ministry’s state subsidy activities and subsidies granted for the promotion of health and social wellbeing from gaming revenue.

Responsibilities and personnel of the Department’s units

The Department for Communities and Functional Capacity is headed by Director Annakaisa Iivari.

Children and Young People Unit (LANU)

The Unit handles issues pertaining to:

  • maternity and child health clinics
  • school health services and student health care
  • psychologists’ and social welfare officers’ services in student care
  • family social work, education and family counselling, family work and support for parenting
  • adoption
  • child welfare
  • state-owned correctional schools
  • mental health and substance abuse services for children and young people
  • the wellbeing of children, families with children and young people, prevention of exclusion and reinforcing inclusion
  • other health and social services for children and young people
  • youth guarantee and Ohjaamo guidance centres

Functional Capacity Unit (TOK)

The Unit handles issues pertaining to:

  • the promotion of social wellbeing, functional capacity and health and prevention of illness
  • healthy nutrition, health-promoting physical exercise and the promotion of mental health
  • services for people with disability
  • services for older people
  • medical and social rehabilitation
  • healthcare and social welfare services promoting the ability to work
  • other health and social services for the target group
  • the appropriation for the promotion of health

The Unit is headed by Taru Koivisto.

Shared Services Unit (YPA)

The Unit handles issues pertaining to:

  • coordination and development of the Department’s activities and general administration (apart from general administration issues
  • under STEA’s responsibility)
  • development and coordination of state subsidies apart from
  • the European Union’s Structural Fund projects
  • subsidies granted for the promotion of health and social wellbeing from gaming revenue
  • preparation and coordination of financial issues, payments and invoicing, travel arrangements and technical support for statute drafting within the sectors of the Department for Communities and Functional Capacity, the Department for Clients and Services in Healthcare and Social Welfare and the Department for Safety, Security and Health
  • preparation and coordination of financial issues, payments and invoicing within the sector of the Department for Steering of Healthcare and Social Welfare
  • issues pertaining to the Funding Centre for Social Welfare and Health Organisations STEA

Funding Centre for Social Welfare and Health Organisations (STEA)

  • is responsible for funding granted to healthcare and social welfare organisations from the gaming revenue of Veikkaus Oy
  • preparation of decisions on grants
  • payment of grants
  • monitoring the use of grants
  • impact assessment
  • communication on processes concerning the application and use of government grants.
