Occupational safety and health enforcement is effective - harmonisation methods to be developed
Occupational safety and health (OSH) enforcement in Finland was commended in an international evaluation for the well-functioning tripartite cooperation, well-set targets and competent OSH inspectors, for example.
The evaluators found that especially the harmonisation of operating methods could be developed further. OSH divisions of Regional State Administrative Agencies differ from one another in, for instance, the monitoring of risk evaluation documentation and the drafting of inspection agendas.
The evaluators also recommended to increase the number of inspections and to enhance cooperation between OSH divisions, OSH enforcement and occupational health care.
The recommendations of the evaluation group will be considered in the next four-year plan for OSH divisions for 2016-2019. Enforcement instructions and inspectors' training will also be developed.
The evaluation was performed by a group appointed by the EU Senior Labour Inspectors' Committee.
