In accordance with the Government Programme of Prime Minister Orpo's Government, solving the shortage of personnel threatening the availability of services in the welfare society requires both short-term and long-term measures. The Good Work Programme will be launched to ensure the sufficiency and availability of personnel in the health, social services and rescue services sectors.

Goals and results
The Good Work Programme includes both long-term and short-term measures to ensure the sufficiency of health and social services personnel, coping at work and productivity of work. In line with the policies outlined in Prime Minister Orpo's Government Programme, the programme will support the attraction and retention of the sector, increase training and develop the structures of training, clarify the division of labour between personnel, support the coping of personnel, promote the opportunities of professionals to allocate working hours to customer work and streamline access to professional rights for professionals trained outside the EU/EEA countries.
The work of all priority areas will be promoted during the parliamentary term, but the most important thing is to clarify the division of labour between the personnel with measures that will free up the personnel's time for work corresponding to their training and increase the share of direct customer and patient work.

Starting points
Recruiting skilled people poses challenges in practice throughout Finland. There are many challenges in health and social services, especially in services for older people. In addition, problems related to the sufficiency and availability of personnel have occurred throughout Finland, especially in child welfare and mental health services. In many places, there is a shortage of social workers in child welfare services.
There is a considerable shortage of doctors and dentists in health centres. There is a shortage of mental health services, especially psychologists and psychiatrists. The challenges related to the sufficiency and availability of rescue service personnel are particularly directed at rescue workers, although there is a need for personnel in all rescue services. The shortage of personnel has posed challenges to the provision of statutory services, and it has also affected the quality of the services provided.
The programme aims to increase the attraction and retention power of both the health and social services sector and rescue services. Achieving the objectives requires actions in all administrative branches and cooperation between them.
In accordance with the Government Programme, the programme for good work consists of six contents
as a whole and related programme work:
- Knowledge base and foresight,
- Increasing the intake of students and developing the structures of education and training,
- Reducing tasks,
- Clarifying the division of tasks between personnel,
- Improving the attraction and retention rate, and
- Expanding recruitment.
To ensure the sufficiency and availability of the health, social services and rescue services sector personnel, the Good Work Programme has been launched. The programme contains the measures outlined in the Government Programme and in the strategic roadmap 2023-2027.
Solving the shortage of personnel requires a wide range of measures, from increasing the number of training places to strengthening wellbeing and safety at work.
