The necessary amendments to the earnings-related pension legislation will be prepared to ensure the financial sustainability of the earnings-related pension scheme and to secure an adequate level of benefits. The amendments have two objectives. The changes must significantly strengthen general government finances and stabilise the level of pension insurance contributions in the long term by means of a rules-based stabilisation system. The objectives are based on the weakening of the dependency ratio caused by the changing age structure of the population and uncertainty related to economic development, investment income from pension fundsand future payment development.

Goals and results

Työryhmä valmistelee tarvittavat työeläkejärjestelmän muutokset työmarkkinoiden keskusjärjestöjen tekemän sopimuksen mukaisesti. Sopimuksen mukaisesti yksityisen sektorin eläkelaitosten sijoitussääntelyä ja rahoitustekniikkaa muutetaan niin, että se mahdollistaa riskillisempää työeläkevarojen sijoittamista ja siten parempien sijoitustuottojen tavoittelua. Lisäksi sopimuksessa ehdotetaan säädettäväksi sääntöpohjainen vakauttaja, jonka avulla työeläkeindeksiä rajoitettaisiin inflaatioshokeissa. Hallitusohjelman mukaisesti muutosten tavoitteena on rahoituksellisen kestävyyden varmistaminen ja riittävän etuustason turvaaminen. Lisäksi tavoitteena on eläkevakuutusmaksutason pitkän aikavälin vakauttaminen sekä julkisen talouden kokonaisuuden merkittävä vahvistaminen.
