Goals and results
In the future, wellbeing services counties, the City of Helsinki and the joint county authority for the hospital District of Helsinki and Uusimaa would mainly not have a statutory obligation to organise, in addition to urgent care, healthcare services deemed necessary or other healthcare services for those foreigners who are in Finland in violation of immigration legislation.

According to the Government Programme of Prime Minister Petteri Orpo's Government (strong and caring Finland 20.6.2023), Finland complies with human rights and other international treaties, obligations under EU legislation and the rule of law in migration policy. The Government's asylum policy is based on helping those in need, international cooperation, guaranteeing security and defending Western values, such as democracy and equality. Particular attention will be paid to the rights of children, women and persons with disabilities.
The Government aims to ensure that the assistance provided is targeted at those in greatest need and that misuse of the system is prevented. According to the Government Programme, those whose application has been rejected will return or be returned to their countries of origin as soon as possible. The Government will implement a voluntary return and exit package, which, according to the Government Programme, includes, among other things, abolishing the right of illegal residents to non-urgent health and social services and social security, i.e. returning in this respect to the legal situation prior to the previous parliamentary term.
The Government proposal is to be submitted to Parliament in spring 2025.
