The core idea is that well-being and health are formed through the contribution of all of the conditions in which people are born, grow, live, work, and age. In addition it is important that the impact on well-being and health should be evaluated in the decision-making of the different sectors of society. The resolution was prepared by Finland and was endorsed by 64 other countries.
Finland is a forerunner in many respects in linking health extensively with decision-making in social development policy. Finns today are considerably healthier on average than they were a few decades ago. For instance, consistent and systematic policy on tobacco has reduced smoking, and nutrition policy has improved the content of the Finnish diet. Better education and working conditions, along with generally improved living conditions have affected Finnish health in a positive way. The goal is to make a healthy lifestyle possible for all, and easy to choose.
The challenge for Finland, and of many other countries, is to reduce differences in health, which are great in different income and education brackets, on different continents, and between the genders. Important factors in reducing differences in health include the prevention of marginalisation of young people, fighting against with long-term unemployment, as well as the abuse of intoxicants.
Health and health equality are also important for the achievement of other societal goals. A population that fares well learns better, feels better, and is stays fit for work for a longer time.
