Monitoring of gender mainstreaming

The Ministry of Social Affairs and Health coordinates, develops and monitors gender mainstreaming as part of the Government’s gender equality policy. Monitoring focuses particularly on legislative drafting, economic and operational planning, budgeting, and competence development. In addition, the operational gender equality planning of public authorities is monitored.

Goals and results
Monitoring provides indicator data on gender mainstreaming within central government. In addition to legislative and international obligations, gender mainstreaming supports the objectives set out in the Government report on Gender Equality Policy and in the Government Action Plan for Gender Equality (2024-2027).
The Government report on Gender Equality Policy sets the national objectives for gender equality policy up to 2032. One of its goals is to ensure that gender equality is a national, cross‑sectoral priority whose status is regularly monitored. Legislation, policy measures and public services are to support gender equality and the full realisation of human rights.
Starting points
The Equality Act requires that gender equality is promoted in all preparatory work and decision‑making by public authorities. In addition to national legislation, Finland is committed to gender mainstreaming under, for example, the UN Beijing Platform for Action and, since the Treaty of Amsterdam, the founding treaties of the European Union. Gender mainstreaming has also been an important component of Government Programmes and Government Action Plans for Gender Equality since the late 1990s.
Gender mainstreaming in central government has been monitored since the early 2000s. Monitoring data have been published in connection with reporting on Government Action Plans for Gender Equality and as part of development projects within the ministries.
Publishing monitoring data in the Government Project Register Hankeikkuna enables regular publication of information and enhances the transparency of government administration.
Additional information
Applying a gender lens provides more accurate information on how planned decisions and measures affect people of different genders. It supports the effective targeting of measures and resources. This significantly improves the quality of preparatory work and decision‑making, increases the effectiveness of measures and services, and helps reduce discrimination.
Gender mainstreaming is monitored through quantitative indicators:
- The number of gender impact assessments in Government proposals (retrospectively on an annual basis)
- Gender equality summary texts included in the budget proposals of the ministries’ main budget categories (annually in the autumn)
- Completion rates of the Gender Equality and Non‑Discrimination – Why and How? online training and other equality and non-discrimination trainings in the ministries (retrospectively on an annual basis)
In addition, information on operational gender equality and non-discrimination plans in ministries, central government, wellbeing services counties and municipalities is collected on average once per government term.

Developing and statute drafting in the Government
