Ministry of Social Affairs and Health publishes guide on client and patient data access rights
The Ministry of Social Affairs and Health has published a guide on how to apply the Decree on the Rights of Access to Client Data in Healthcare and Social Welfare.
The application guide is intended for everyone whose tasks involve managing the rights to access client data in healthcare and social welfare and the implementation of information systems. The guide describes the grounds for determining access rights and provides examples of how the Decree is applied in practice.
The Ministry has prepared the application guide in cooperation with the Finnish Institute for Health and Welfare.

The guide will be published in Swedish in early 2023.
What is the Decree on the Rights of Access to Client Data in Healthcare and Social Welfare?
In September, the Ministry of Social Affairs and Health issued a decree laying down provisions on the right of healthcare and social welfare professionals to access client data. The Decree will enter into force on 30 June 2023.
