Minna Saario appointed as Director General of Department for Steering of Healthcare and Social Welfare at Ministry of Social Affairs and Health

On Wednesday 30 April 2025, the Government appointed Minna Saario to serve as Director General of the Department for Steering of Healthcare and Social Welfare at the Ministry of Social Affairs and Health for the period of 1 June 2025–31 May 2030.
Saario has worked at the Ministry of Social Affairs and Health since 2016. She first served as Project Manager for a key project entitled ‘Services responsive to client needs’ for almost a year. Starting from 2017, she served as Director of the Unit for Digitalisation and Information Management. In November 2023, she took up the post of Chief Specialist, performing the duties of the Director of Change Management for the national service reform. Saario has also held various development and supervisory positions relating to administration and information management in healthcare and social welfare at the Association of Finnish Cities and Municipalities, the Finnish Institute for Health and Welfare and the City of Tampere. Saario holds the degree of Bachelor of Social Sciences.
The Department for Steering of Healthcare and Social Welfare is responsible for the strategic steering of the activities of wellbeing services counties and for guiding the range of publicly funded health and social services, developing information management and the interoperability of systems and seeing to the strategic development and assessment of services. The Department also guides the special assignments that the Social Insurance Institution of Finland conducts under the Ministry’s guidance, and it develops and guides information management and cyber security in the Ministry and its branch of government.
