    19.12.2025 | The Ministry of Social Affairs and Health is requesting comments on a draft government proposal that would extend the right of small alcohol producers to sell their products for takeaway. In future, a larger number of domestic alcohol producers could sell alcoholic beverages produced by them directly to consumers at production premises. Comments on the draft proposal can be submitted between 19 December 2025 and 13 February 2026.

  2. Legislative amendment would allow sale of beverages containing 8 per cent alcohol in grocery stores - Ministry of Social Affairs and Health

    19.10.2023 | An amendment to the Alcohol Act is being circulated for comments until 23 November 2023. At present, retail trade licences can be granted for the sale of alcoholic beverages containing up to 5.5 per cent alcohol by volume. The proposed amendment would also allow the sale of alcoholic beverages produced by fermentation and containing 5.5 –8.0 per cent alcohol.

  3. Government proposal on nicotine pouches and other smokeless nicotine products sent out for comments - Ministry of Social Affairs and Health

    13.10.2023 | The Government proposes that nicotine pouches and other smokeless nicotine products be more comprehensively covered by the Tobacco Act than now. The aim is for legally sold nicotine pouches to replace illegally obtained snus. The proposal also aims to prevent the use of nicotine pouches among young people.

  5. Working group: Smoke-free Finland through better tobacco and nicotine policy - Ministry of Social Affairs and Health

    31.5.2018 | A working group, appointed by the Ministry of Social Affairs and Health, proposes a road map for ending the use of tobacco and other nicotine products in Finland by 2030. It would mean that less than 5% of the adult population use tobacco and nicotine products daily. Reaching this goal, recorded in the Tobacco Act, requires that the future governments monitor and assess tobacco policy and develop new measures.
