Support for the senior management in central government

The support function for senior management in central government is located in the Public Governance Department of the Ministry of Finance. Its task is to prepare management development policies and to support ministries and agencies in the development of management systems, practices and managers. The support function also develops a joint management employment system for central government that covers the status and employment relationships of senior management as well as recruitment, mobility, coaching and performance management. The support function's practical tasks also include monitoring the mobility of senior management, communicating job vacancies and providing managers with personal guidance and support. 

The support function also works with other parties to support public service leaders in central government, municipalities, wellbeing services counties and other parts of public administration. 

Forms of support include: 

• policy outlines, development models and instructions; 
• joint management development projects and programmes in central government, such as the Uudistuja programme that ran until 2024; 
• coordination of management development forums and networks, such as the Julkisen johtamisen päivä events, events for senior management on particular themes, small peer support groups for senior managers, the Government HR Management Forum and other networks; 
• Personal support and consultation for the most senior public officials when necessary 
• Information systems and services related to the management system and its development (registers) 
• Communication and expert services (incl. the electronic Johdon viesti newsletter) 

The work of the support function is based on close interaction and a customer-oriented approach to working with the senior management and HR units of ministries and government agencies. The support function also works with research institutes and other in public sector organisations. 

Other senior managers and experts from the Public Governance Department also participate in the development of management, as it has a broad intersection with the department’s activities.
