Competence development
Learning is part of every public official’s job description and frequently occurs on the job. New practices, structures and learning environments enable everyone to benefit from on-the-job learning.
Central government personnel should feel that they are part of the government as a whole, rather than just working for a particular agency. Ideally, competence within government is flexibly and optimally shared across agency boundaries. People do not always have to move to share competence. They can join a project run by another organisation, engage in a professional network or share knowledge by writing a blog post or creating content for the eOppiva learning platform or the Valtiolla.fi website. This also helps them develop their own competence.
eOppiva is the common digital learning environment of the central government. It contains dozens of courses responding to a variety of needs, from orientation courses to topics like information security and administrative legislation. The free, shared training content offered in various forms to central government employees supports their competence and helps them adopt new ways of working and share competence.
During the first phase of the central government human resources strategy, a group of HR experts outlined common competencies for central government. These were divided into three areas of competence, as shown in the figure below. The areas are explained in separate materials available in Finnish. The materials include questions that agencies can use in development efforts. They also outline methods for continuous learning.
