New ambassadors appointed to Doha and Zagreb
At the presidential session on 27 June, the President of the Republic appointed Juha Mustonen to serve as Head of Mission at Finland’s Embassy in Doha and Sirpa Oksanen to serve as Head of Mission at Finland’s Embassy in Zagreb.

At its session on 27 June, the Government appointed Counsellor Juha Mustonen as Counsellor for Foreign Affairs, starting on 1 September 2025. The President of the Republic appointed Counsellor for Foreign Affairs Juha Mustonen to serve as Head of Mission at Finland’s Embassy in Doha, starting on 1 September 2025.
Mustonen is currently working on a special assignment in the management team of the Department for Africa, the Middle East and Latin America. Previously, he served as Head of Administration in the joint administration of Finland’s Permanent Representation to the EU, Finland’s Embassy in Brussels and the Mission of Finland to NATO in 2019–2024 and as Director of the Unit for Human Resources Development and Occupational Wellbeing at the Ministry for Foreign Affairs in 2018–2019. Between 2017 and 2018, he worked as the Director of International Relations at the European Centre of Excellence for Countering Hybrid Threats.
Outside Finland, Mustonen has worked on matters related to Ukraine at Finland’s Permanent Representation to the EU. He has also worked at the Geneva Centre for Security Policy (GCSP) and Finland’s Embassy in Washington. At the Ministry for Foreign Affairs, Mustonen has worked at the Secretariat for Nordic Cooperation and dealt with matters related to the EU, NATO and the UN at the Political Department.
Mustonen holds a Master’s degree in Social Sciences. He joined the Ministry for Foreign Affairs in 2005.
Embassy of Finland in Zagreb, Croatia

At its session on 27 June, the Government appointed Counsellor Sirpa Oksanen as Counsellor for Foreign Affairs, starting on 1 September 2025. The President of the Republic appointed Counsellor for Foreign Affairs Sirpa Oksanen to serve as Head of Mission at Finland’s Embassy in Zagreb, starting on 1 September 2025.
Oksanen will transfer to Zagreb from the Unit for Eastern Europe, where she has served as Director since 2020. The Unit’s responsibilities include matters concerning Ukraine. Until 2024, the Unit also covered Central Asian matters. Prior to her post as Director of the Unit for Eastern Europe, Oksanen served as the Coordinator of the Government Report on Finnish Foreign and Security Policy at the Political Department.
Before that, she served as Deputy Head of Mission at Finland’s embassies in The Hague and Ljubljana in 2015–2018 and in 2013–2015, respectively. She has also worked at the Embassy of Finland in Moscow.
Oksanen holds the degree of Master of Social Sciences. She joined the Ministry for Foreign Affairs in 2002.
