Finland to support Ukraine in decentralised energy production and mapping of forest resources
Minister for Foreign Trade and Development Ville Tavio has made a decision on funding for a cooperation project between the Natural Resources Institute Finland, the Finnish Forest Centre, State Forest Resources Agency of Ukraine and the Ukrainian Research Institute of Forestry and Forest Melioration. The project’s total budget is EUR 1.037 million in 2025–2028.

The project will support Ukraine in mapping forest resources and using forest biomass for energy production. The use of renewable energy sources will strengthen decentralised energy production and energy self-sufficiency in Ukraine. The forest mapping system will also reduce the possibility of corruption in the sector.
“Finland has strong expertise in forestry and Ukraine has vast forest reserves. This project has good potential to generate commercial cooperation that benefits both countries,” says Minister for Foreign Trade and Development Ville Tavio.
The project is based on a Memorandum of Understanding signed between the Natural Resources Institute Finland and the Ukrainian Research Institute of Forestry and Forest Melioration. It also builds on ongoing cooperation, including a project funded by Sweden. The planning of forest sector cooperation started already in 2018 after Finland and Ukraine had expressed their wish to develop cooperation in the sector at the meeting of the Intergovernmental Commission for Economic Cooperation between the countries.
