Finland and the US co-host seminar in Helsinki against the proliferation of weapons of mass destruction
The Finnish Ministry for Foreign Affairs and the Finnish Customs in cooperation with the United States hosted a regional seminar of the Proliferation Security Initiative (PSI) aimed at preventing the proliferation of weapons of mass destruction (WMD). The seminar was held in Helsinki, Finland, on 3–5 June 2025.

More than 60 experts from fifteen PSI states attended the seminar and discussed measures available to authorities to prevent the proliferation of WMDs. The seminar focused on regional issues, export control and the implementation of sanctions.
Attendees discussed proliferation pathways and transport routes for controlled items, WMDs and related materials. The discussions highlighted the importance of international partnerships and networks in enabling more effective actions to counter the proliferation of WMDs and their delivery systems.
Key focus areas of the seminar were how to recognize and mitigate the risks associated with sensitive items, how to prevent sanctions evasion and the potential application of critical emerging technologies to WMD and missile programs. The participants shared best practices and the event strengthened regional cooperation to combat WMD proliferation.
The PSI was established in 2003 as a global effort that aims to stop trafficking of WDMs, their delivery systems, and related materials to and from states and non-state actors of proliferation concern. So far, 116 states have committed to the cooperation. The extensive international coverage of the PSI supports the implementation of its principles.
