Genom projektet genomförs regeringsprogrammets föresatser när det gäller flera producenter inom social – och hälsovården. Projektet genomförs i två faser. I den andra delen av projektet bedöms regleringen i anslutning till välfärdsområdets tillräckliga egen tjänsteproduktion och förenklas den vid behov.
