EU Structural Funds(programming period 2021–2027)

European Union Structural Funds support is channelled through programmes under the European Social Fund Plus (ESF+), the European Regional Development Fund (ERDF) and the Just Transition Fund (JTF). During the programming period 2021–2027, Finland implements the EU regional and structural policy programme Innovation and Skills in Finland 2021−2027. Centres for Economic Development, Transport and the Environment (ELY Centres), regional councils and the Finnish Food authority grant funding at separately announced application times. 

The national themes of the programme are strategically significant areas of development that have been prepared under the lead of ministries but are implemented within the programme’s operational framework. The purpose of nationwide project activities is to support strategically and nationally significant development work through thematic project packages that have been coordinated by ministries. When it comes to funding the implementation of national themes, funding is often granted to a nationwide coordination project that aims to support the implementation, quality and effectiveness of the project activities under the thematic package in question. In addition to the coordination project, funding is also granted to projects operating at the national level.

The programme has six priority areas, and the Ministry of Social Affairs and Health participates in implementing the following three priority areas: 

Priority area 4 Competent and inclusive Finland that provides work (ESF+): The objective is to support employment, skills, working life development, continuous learning and flexible educational paths. 

  • Specific objective New competence to working life, national theme:
    • Development of working life, ELY Centre for North Ostrobothnia (Ministry of Economic Affairs and Employment, Ministry of Social Affairs and Health)
  • Specific objective Equitable inclusion, national themes:
    • Supporting people with poor employment prospects, ELY Centre for Häme (Ministry of Social Affairs and Health)
    • Developing services for children, young people and families, and promoting wellbeing, aiming for equality, ELY Centre for Häme (Ministry of Social Affairs and Health, Ministry of Education and Culture)
    • Promoting gender equality and non-discrimination, preventing deprivation, ELY Centre for Häme (Ministry of Social Affairs and Health)
    • Supporting and coordinating inclusion, gender equality and non-discrimination in European Social Fund activities 2021–2027, ELY Centre for Häme (Ministry of Social Affairs and Health, Ministry of Education and Culture)
    • Ensuring a smooth daily life for immigrants in Finland: employment, competence and inclusion, ELY Centre for Häme (Ministry of Social Affairs and Health, Ministry of Education and Culture, Ministry of Economic Affairs and Employment)

  
Priority area 5 Finland of social innovations (ESF+): The aim is to support the everyday lives and wellbeing of children who are clients of child welfare services and, in particular, those children and young people who are placed outside their homes.

  • specific objective Safety nets for the future of young people, national theme:
    • Safety nets for the future of young people, ELY Centre for Häme (Ministry of Social Affairs and Health, regions) 

Priority area 6 Finland that prevents material deprivation (ESF+): The aim is to help those in a disadvantaged position by providing support for the purchase of food and basic commodities. At the same time, the aim is to provide other services that improve the situation of those receiving aid. 

  • specific objective Resources for life. As the intermediate body, the Finnish Food Authority grants funding to both national and regional activities under this priority area. The Ministry of Social Affairs and Health is represented in the project coordination group.
