Guarantee pension

Guarantee pension is a minimum pension from which the other pensions paid to the pension recipient are deducted from in full. The full amount of the guarantee pension in 2019 is EUR 784,52 per month.

Who is entitled to a guarantee pension?

A person living in Finland is entitled to a guarantee pension if he or she receives

  • old-age pension or early old-age pension
  • complete disability pension
  • a statutory accident compensation granted based on complete incapacity for work
  • a benefit from the farm closure subsidies system for farmers.

As a rule, to qualify a guarantee pension, the applicant must have lived in Finland for at least three years after turning 16.

Other pension income affects the amount of the pension

The pension income received by the recipient from Finland and from abroad reduces the amount of the guarantee pension. Other earned income, capital income and property do not affect the amount of the guarantee pension. But if you receive disability pension, your earned income may affect the amount of the guarantee pension.

If the person has retired on old-age pension before the actual retirement age, the early commencement reduction reduces the full amount of the guarantee pension. Applications for the guarantee pension should be addressed to Kela.

Decisions on guarantee pension can be appealed to the Social Security Appeal Board

The pension decision includes information on how the decision can be appealed. Guarantee pensions can be appealed to the Social Security Appeal Board.

The Ministry of Social Affairs and Health does not handle appeals or complaints.
