10.12.2025 | The wellbeing services county reform is progressing towards the set objectives throughout Finland, but there are still many issues left to address. This is according to a broad-based interim evaluation of the wellbeing services county reform made by an independent expert group.

9.4.2025 | Prime Minister Orpo’s Government has set an objective of adjusting public sector activities to ensure that the national economy is on a sustainable footing. At the moment, it looks like it will be difficult to achieve this objective over the next few years though. The decision-makers in the wellbeing services counties are in a key role here. 16.6.2026 | Most of the first-phase amendments to child welfare legislation will enter into force on 1 October 2026.  However, the provisions on a closed institutional service providing rehabilitation will enter into force on 1 January 2027. 12.2.2026 | The health status of people in Finland is in many respects better than the EU average, and the service system is fairly comprehensive. However, a recent country report by the OECD and the European Observatory on Health Systems and Policies indicates that access to care is not realised equally in Finland. In 2024, 12.4% of those who required medical care reported that they had not received the services they needed. The share is the second highest in the EU.

29.1.2024 | A recent report compares Finns’ state of health and Finnish health services with other EU states and Nordic countries. Released by the European Commission, focus areas of the report include the impacts of the coronavirus pandemic and mental health. Although Finland does well in many respects, there are challenges especially in the availability of health services.

25.8.2022 | The second phase of the reform concerning services for older people will improve particularly services provided at home and housing services. The reform will, for the most part, enter into force on 1 January 2023 simultaneously with the health and social services reform. The amendments will also apply to other client groups of social services.

21.6.2023 | The Regulation on the EU Digital COVID Certificate will expire on 30 June 2023. In future, the Certificate will no longer be used jointly by the EU Member States. People can still get the EU Digital COVID Certificate from the MyKanta online service if they need one.

2.12.2021 | The number of new COVID-19 cases continues to rise in Finland. More than 8,000 new COVID-19 cases were reported between 22 and 28 November, which is more than 500 cases higher than in the previous week. The incidence of new COVID-19 cases over the last two-week period (15–28 November) was 279 per 100,000 inhabitants. Between 1 and 14 November the incidence of new cases was 201 per 100,000 inhabitants.

16.12.2021 | More than 10,500 new COVID-19 cases were recorded in Finland between 6 and 12 December. The incidence of new infections continued to increase over the last 14-day period, standing at 360 per 100,000 inhabitants at the end of last week. About 145,000 tests are carried out weekly. On 15 December 2021, the total number of confirmed cases of the Omicron variant in Finland was 34. In addition, preliminary screening tests indicate that cases of the Omicron variant are clearly increasing.

17.9.2020 | The Government has submitted a proposal to Parliament regarding the reform of the Act on Client Charges in Health and Social Services. According to the proposal, more cost-free services will be introduced and client charges made more equitable. 

6.8.2026 | The Ministry of Social Affairs and Health proposes EUR 15.0 billion in appropriations for its Ministry and branch of government in 2027. This is about EUR 128 million more than in the 2026 Budget.

27.1.2022 | The estimated weekly total of COVID-19 cases was 52,000 in Finland between 17 and 23 January, compared to 57,000 in the previous week. Despite a fall in the number of COVID-19 patients in intensive care, the burden on other specialised healthcare has remained unchanged at the national level. It is particularly important that people aged 60 or over and those belonging to risk groups get a third vaccine dose.

5.1.2022 | Around 38,700 new COVID-19 cases were reported in the past seven days, between 26 December 2021 and 1 January 2022, compared to around 19,600 new cases in the previous week. On 4 January 2022, the total number of confirmed cases of the Omikron variant was 363. The overall burden on hospital care has risen, while the need for intensive care has stayed at its high level.

25.11.2021 | The number of new COVID-19 cases continues to rise in Finland. Approximately 7,200 new cases were reported between 15 and 21 November. At the end of October, over 4,000 cases were reported weekly, and during the latest reporting period, between 15 and 21 November, over 7,000 cases. This is over 3,000 cases more on a weekly level. The weekly number of COVID-19 patients admitted to intensive care has nearly tripled over the past three weeks.

On 20 December, the total number of confirmed cases of the Omikron variant was 83. The burden on hospital care and, in particular, intensive care is increasing.

The current restrictions and recommendations and the closure of businesses serving food and beverages have clearly been effective and prevented infections.

The weekly number of reported COVID-19 cases has doubled from the end of October and the start of November. 31.1.2022 | From February 2022 onwards, EU COVID-19 vaccination certificates will be accepted for travel purposes for a period of nine months since the administration of the last dose of the primary vaccination series. As of yet, no acceptance period will apply to certificates issued following the administration of booster doses.

11.3.2021 | Finland recorded nearly 4,400 new cases of COVID-19 between 1 and 7 March, which is the highest number since the epidemic started. The situation is now particularly difficult in the Hospital District of Helsinki and Uusimaa and the Hospital District of Southwest Finland. The need for hospital care has continued to increase almost throughout the country.

20.1.2022 | Nearly 55,500 new COVID-19 cases were reported in Finland between 10 and 16 January, compared to more than 57,400 new cases in the previous week. The burden on inpatient specialised healthcare remains high. The burden on inpatient primary healthcare is also increasing rapidly. Vaccines provide good protection against the most serious forms of COVID-19. For this reason, it is particularly important that people aged 60 or over and those belonging to risk groups get a third dose.  

18.2.2021 | Over the past four weeks, the number of COVID-19 cases have remained at the same relatively high level across Finland. About 2,300–2,700 new cases are reported every week. The number of people requiring hospital care has remained relatively stable, but the need for intensive care has increased slightly in the past few days. The weekly number of deaths from COVID-19 is decreasing slowly.

18.11.2021 | On 17 November, 86.2 per cent of the target population for COVID-19 vaccination in Finland, i.e. people who are 12 years of age or over, had received at least their first vaccine dose and 80.6 per cent also their second vaccine dose.

13.1.2022 | Nearly 53,600 new COVID-19 cases were reported in Finland between 3 and 9 January, compared to more than 42,100 new cases in the previous week. Cases are now reported even among people who have been vaccinated. The need for inpatient specialised healthcare has grown considerably while the burden on intensive care remains high but relatively stable. Vaccinations continue to provide good protection against the more serious forms of the disease.

11.11.2021 | On 10 November, 86 per cent of the target population for COVID-19 vaccination in Finland, i.e. people who are 12 years of age or over, had received at least one vaccine dose and 80 per cent two vaccine doses. However, reaching this milestone is not enough to reverse the trend of rising COVID-19 infection rates and the growing need for hospital care.

8.12.2020 | The Government proposes that wellbeing services counties be established and healthcare, social welfare and rescue services be reformed. The proposed counties would be established as soon as possible after the passing and approval of the relevant bills. The bills would enter into force in stages, the first ones on 1 July 2021 and the last ones on 1 January 2023. However, Parliament needs to pass the legislative package before the reform can enter into force.

9.10.2025 | The Government proposes amendments to child welfare legislation The aim is to strengthen children’s right to special protection, clarify the use of educational practices and restrictions and improve the opportunities for child welfare services to ensure a safe everyday life for children.
