At its plenary session on 1 December 2022, the Government confirmed the national objectives for organising healthcare and social welfare for the years 2023–2026. The objectives are strategic in nature and apply to healthcare and social welfare activities throughout Finland. The objectives form an essential part of the national guidance and direction of healthcare and social welfare, and they support the current needs to reform and further develop services.

Government proposes new act on patient ombudspersons and social services ombudspersons

The Government proposes that a new act be enacted on patient ombudspersons and social services ombudspersons. The act would lay down provisions on the organisation of the activities of patient ombudspersons and social services ombudspersons and their independence, qualifications and duties.

Government proposes to gradually increase minimum staffing level in services for older people

On 17 November, the Government submitted to Parliament a proposal for gradually increasing the minimum staffing level in 24-hour care for older people. According to the proposal, the minimum staffing level would be 0.65 employees per client as from 1 April 2023 and 0.7 employees per client as from 1 December 2023.
