Management Support Unit (JOT)

The Management Support Unit assists and supports the Permanent Secretary’s activities in the Government’s strategy process, in the preparation of objectives for the Ministry and its administrative sector and in the development, implementation and monitoring of wide-ranging issues. 

The Management Support Unit (JOT)

  • is responsible for the Ministry Group’s strategy work and foresight work in the Ministry’s administrative sector
  • steers and monitors the implementation of the Government Programme in the Ministry
  • coordinates overall Ministry Group steering in the Ministry
  • leads development of the Ministry’s activities and management system
  • together with departments, coordinates and develops the Ministry’s drafting of statutes and assessment of the effect of statutes
  • steers and develops ICT governance, information management and cyber security in the Ministry and in its administrative sector
  • steers and develops digitalisation and framework architecture in the Ministry’s administrative sector and in the sector in general
  • supports and monitors the Ministry’s sociopolitical decision making by producing reports and analyses
  • coordinates research and development in the administrative sector
  • as part of the Government, is responsible for the preparation of EU affairs and other international cooperation and international commitments in the Ministry’s sector

The Management Support Unit includes four groups. The Management Support Unit is headed by Marja-Liisa Parjanne.

Strategy Group (STRA)

In the Ministry, the Strategy Group prepares and implements:

  • the Ministry Group’s strategic planning, preparation and implementation in the Ministry’s administrative sector
  • future and foresight work at the Government level,
  • the Government’s joint strategy process and the monitoring and steering of the Government Programme’s implementation,
  • overall Ministry Group steering,
  • coordination and development of legislative drafting, and monitoring and development of the quality of law drafting,
  • coordination of extensive development tasks and projects,
  • development of the Ministry’s activities and management system,
  • development of and support to management group working carried out by the Ministry, the Ministry Group and the ministers.

Evaluation Group (ARVI)

  • Monitors health and social policy, conducts policy analyses and participates in planning, incl. follow-up indicators and analysis models, and maintains analysis tools
  • Supports and develops assessment of the effect of statutes
  • Coordinates and develops the production of data and statistics in the administrative sector and participates in the associated international activities
  • Participates in work in the administrative sector carried out by the OECD in the Employment, Labour and Social Affairs Committee 
  • Promotes research and development in the administrative sector and participates in inter-administrative and international cooperation on science policy 
  • Coordinates the Government’s joint analysis, assessment and research activities (TEAS)

Information Group (TIETO)

  • steers and develops digitalisation in the sector, the administrative sector and the Ministry
  • steers and develops framework architecture in the sector, the administrative sector and the Ministry, including the framework architectures of the various segments of the sector, health and social services, the promotion of wellbeing and health, social security, occupational safety and health, environmental health and the agencies and institutes in the administrative sector
  • is responsible for cooperation on digitalisation at Government level and in public administration, and on framework architecture and cyber and information security policies, and also coordinates the associated implementation
  • steers and develops cyber security in the Ministry and the administrative sector
  • steers and develops ICT governance and information management in the Ministry and the administrative sector
  • supports project management for the Government Programme’s implementation plans in the administrative sector and the Ministry
  • is responsible for the Ministry’s own substance systems 

Director Tiina Pesonen

International Affairs Group (KVR)

  • coordinates the administrative sector’s activities in intergovernmental cooperation bodies (incl. the EU, WHO and other UN bodies, the Council of Europe, the Nordic Council of Ministers, the Arctic Council, the Barents Euro-Arctic Council, the OECD)
  • is responsible for the preparation of international visits and trips taken by the ministers and the Permanent Secretary and for other high-level visits and meetings in intergovernmental cooperation, and assists and supports the Ministry’s management in the implementation of EU affairs and other international activities
  • coordinates and synchronises reporting on the implementation of international human rights conventions and other agreements and the processing of human rights appeals in the administrative sector.
  • together with the Ministry’s departments, is responsible for bilateral cooperation agreements between Finland and other countries in the social and health sector and for their implementation.
  • participates in international and EU meetings and engages in advocacy with other states and international organisations
  • is responsible for managing the resources for intergovernmental cooperation
  • coordinates the Ministry’s involvement in export promotion activities and other high-level bilateral cooperation.
