Department for Wellbeing and Services (HPO)

The Department for Wellbeing and Services promotes wellbeing and social inclusion, health and functional capacity and is responsible for the health and social services system, its development and legislation.

The Department for Wellbeing and Services handles issues pertaining to:

  • health and social services
  • healthcare and social welfare personnel, the position and rights of clients and patients, data protection and client fees
  • pharmaceutical service
  • social and medical rehabilitation
  • promotion of health, social wellbeing and inclusion, and prevention of illness, social problems and exclusion
  • combating communicable diseases
  • social assistance
  • issues relating to the planning of healthcare and social welfare and discretionary government grants
  • grants awarded from gaming revenue for the promotion of health and social wellbeing
  • provision of environmental health services and health protection
  • alcohol, tobacco and drug policy and the prevention of harm caused by gambling games
  • preparedness planning for the Ministry, the administrative branch and the sector, preparation for disturbances and exceptional circumstances, and safety planning for operating units in the sector

Services Unit (PAL)

The Unit is headed by Liisa-Maria Voipio-Pulkki

The Unit is divided into three performance groups:

Children and Young People (LANU) 

The Performance Group handles issues pertaining to

  • work done in maternity and child health clinics
  • school health services and student health care, as well as psychologists’ and social welfare officers’ services in student care
  • family social work, child welfare, education and family counselling, family work and other social and health services for families
  • issues pertaining to child custody and right of access
  • sexual and reproduction health
  • the wellbeing of children, families with children and young people, prevention of exclusion and reinforcing inclusion
  • state-owned correctional schools

The Performance Group is headed by Kari Ilmonen

Adults (AIKU) 

The Performance Group handles issues pertaining to:

  • social work for adults, structural social work and general social welfare
  • social assistance and social credit
  • services promoting employment
  • health and medical care services, and healthcare equipment and supplies
  • mental health and substance abuse services
  • state-owned mental hospitals
  • forensic medicine
  • pharmaceutical service insofar as the task is not handled by the Steering Department
  • Performance guidance of the Finnish Medicines Agency (Fimea)

The Performance Group is headed by Tuija Kumpulainen 

Functional capacity (TOK) 

The Performance Group handles issues pertaining to:

  • the promotion of social wellbeing, functional capacity and health and prevention of illness
  • accessibility and attainability
  • communicable diseases and their prevention
  • the national vaccination programme and the acquisition of vaccines
  • healthy nutrition, health-promoting physical exercise and the promotion of mental health
  • housing and homelessness
  • supporting inclusion and combating exclusion
  • advance prevention of substance abuse and its harmful effects
  • services for people with disability
  • services for older people
  • medical and social rehabilitation
  • the appropriation for health promotion and the appropriation for controlling communicable diseases

Unit for Clients and Operating Environment (ASTO) 

The Unit is headed by Kari Paaso.

The Unit is divided into two performance groups:

Performance Group on Wellbeing and Health Protection (HYT) 

The Performance Group handles issues pertaining to:

  • alcohol, tobacco and drugs
  • preventing and minimising accidents in the home and in leisure time
  • preventing, monitoring and researching harms caused by gambling games, and the development of treatment
  • victim-offender mediation in criminal and civil cases
  • preventing violence against women and domestic violence, and women’s shelters
  • preventing trafficking in human beings and commercial sexual exploitation
  • monitoring the quality of drinking water and bathing water, housing health and health protection
  • controlling the health risks of chemicals
  • biotechnology, gene technology and nanotechnology
  • preventing the health risks of radiation
  • organising environmental healthcare
  • the safety of buildings in healthcare and social welfare units
  • the appropriation for health monitoring
  • performance guidance of the Radiation and Nuclear Safety Authority, performance guidance of the Finnish Safety and Chemicals Agency together with the Department for Work and Gender Equality, and the ownership steering of STUK International Ltd. and Alko Inc.

The Performance Group is headed by Jari Keinänen.

Clients (ASI) 

The Performance Group handles issues pertaining to:

  • the position and rights of clients and patients
  • the safety of patients and clients
  • client fees in healthcare and social welfare
  • healthcare and social welfare personnel
  • training, research and development in healthcare and social welfare, as well as development structures
  • issues relating to compensation for research and training in healthcare and social welfare
  • models for client participation
  • data protection
  • integration and immigration
  • performance guidance of the National Supervisory Authority for Welfare and Health and of the basic public services, legal rights and permits of the Regional State Administrative Agencies

The Performance Group is headed by Kari Paaso.

Performance Group on Shared Services (YPA)    

The Performance Group is responsible for the coordination and development of the Department’s activities and for general and personnel administration. Its tasks also include the preparation and coordination of financial issues within the Department’s sector, the coordination of international issues within the Department’s sector, and development of the preparation of statutes.

The Performance Group includes the Department’s Secretarial Services Group (OSSI), which is responsible for the Department’s secretarial and assistant services.

The Performance Group is headed by Annakaisa Iivari.

Preparedness Unit (VAL)

The Preparedness Unit supervises the preparedness planning and provision of agencies and institutes within the Ministry’s sector. The Preparedness Unit handles issues that concern preparedness planning in the Ministry and in its administrative sector, preparation for disturbances and exceptional circumstances, and safety planning for operating units in the administrative sector.

The Unit is headed by Olli Haikala.

Funding Centre for Social Welfare and Health Organisations (STEA) 

  • is responsible for funding granted to healthcare and social welfare organisations from the gaming revenue of Veikkaus Oy
  • preparation of decisions on grants
  • payment of grants
  • monitoring the use of grants
  • impact assessment
  • communication on processes concerning the application and use of government grants
